The Roughrider Policy Center was founded in 2018 with the following mission:
To promote and defend liberty and free enterprise in North Dakota.
We envision a North Dakota where every citizen has the opportunity provided through free enterprise to achieve prosperity and overall well-being.
We are the North Dakota affiliate of the nationwide State Policy Network.

Bette Grande is a lifelong North Dakotan and also serves as a research fellow for energy and pension issues at The Heartland Institute. She served as a North Dakota state representative from 1996–2014, representing the 41st district. Grande holds a Bachelor of Science degree in education from the University of North Dakota.
Jacob Strinden started Roughrider Policy Center with the vision and drive to ensure our great state is an amazing place to live, work & raise a family. He is a fifth generation North Dakotan, graduate of the Carlson School of Management & law student at the University of North Dakota.
